CHAIR  BISHOP  announced  consideration  of HCR  19,  its  second                                                               
hearing. [CSHCR 19(CRA)am, version  30-LS1402\R.A, was before the

REPRESENTATIVE  ORTIZ thanked  the  chair for  hearing this  bill                                                               
again.  This  declaration  came   from  the  recommendations  put                                                               
forward  by  the  Alaska Native  Language  Preservation  Advisory                                                               
Council  (ANLPAC).  It  requests  the  Governor  to  address  the                                                               
growing concern  about the disappearance of  Native languages and                                                               
to put  forward an  emergency plan  on how  the state  might help                                                               
facilitate that issue.                                                                                                          
                                                                                                                                
SENATOR  GARDNER said  language  is  also culture  and  a way  of                                                               
thinking. So, when  that is lost, you really  do lose information                                                               
and understanding. That is why this is important.                                                                               
                                                                                                                                
SENATOR HOFFMAN moved to report CSHCR 19(CRA)am from committee                                                                  
with individual recommendations and attached fiscal note. There                                                                 
were no objections and it was so ordered.
